Read ID3v2.4.0 Tags with default utf-8 encoding

frID3 contains custom FRAME functions  
- DEFAULT: it parses a string.
- You can add custom FRAME functions like 'COMM'
- custom APIC function present to parse images

readID3 returns an array containing :
- 'Version' - the ID3v2 sub versions
- ALL v2.3.0 to v2.4.0 FRAMES parsed as Strings
- If the APIC is present it converts the image buffer to base64

*note all the above parsing works only with utf-8 encoded files &
probably only with the ID3v2.4 Version
