Based on Tiago's Stackoverflow answer I have created a simple little reusable and auto function firing AngularJS Directive to determine the moment an ngRepeat Directive has completed.
There are many users that use 3rd party libraries that use jQuery to start an event, such as a timepicker.
The problem is that this instantiation needs to be called AFTER all of the elements have been generated.
